Pashinyan, Macron Discuss New Export Markets for Armenia as Russian Trade Restrictions Disrupt Economy

Armenian Prime Minister Nikol Pashinyan and French President Emmanuel Macron discussed Armenia’s drive to diversify its economy and export markets during talks at the Élysée Palace, as Yerevan looks for new trade opportunities following restrictions imposed by Russia.

Pashinyan met Macron on Wednesday during a working visit to Paris, where he is attending the first International Space Summit at the French president’s invitation.

The Armenian government said economic cooperation was among the priorities discussed under the two countries’ strategic partnership, with particular attention to Armenia’s efforts to broaden its economy and reduce its dependence on traditional export markets.

The talks come as Russian trade restrictions have disrupted Armenian exports and transit routes, accelerating Yerevan’s search for alternative markets.

The European Union has moved to provide Armenia with temporary trade relief. On Sept. 2, the EU Council backed measures that would suspend import duties on about 80% of Armenian exports to the bloc for two years.

The proposal is designed specifically to cushion the effects of Russia’s restrictions. It covers products representing nearly 99% of Armenia’s exports of fresh fruit, vegetables and plants to Russia, as well as more than 91% of its beverage and spirits exports.

The measures still require final approval from the European Parliament before taking effect.

Macron and Pashinyan also reviewed progress on the Bargushat Tunnel in Armenia’s southern Syunik province, a major infrastructure project involving French construction companies.

The Armenian government said work on the project has entered a practical stage and that both sides stressed the importance of beginning construction as soon as possible.

Armenia is working with Vinci Construction Grands Projets and Razel-Bec on the tunnel. The companies’ joint venture signed a memorandum of understanding with Armenia’s Ministry of Territorial Administration and Infrastructure in May, during Macron’s visit to Armenia.

Space cooperation was also part of Wednesday’s talks. Pashinyan has said Armenia wants to expand practical cooperation with France in the sector as he participates in the Paris summit initiated by Macron.

The two leaders also discussed regional developments and called for continued steps to strengthen peace in the South Caucasus.
